Step-by-Step Instructions
  1. Rinse white fish fillets under cool water and pat dry. Lay them flat in a heatproof dish for steaming.
  2. In a medium bowl, combine minced garlic, Thai chilies, lime juice, fish sauce, soy sauce, sugar, and broth. Whisk until sugar dissolves to create the sauce.
  3. Pour the prepared sauce over the fish fillets, ensuring each is coated evenly.
  4. Bring water to a simmer in a pot, place the steamer basket over it, and steam the fish for 10 to 12 minutes until opaque and flaky.
  5. Remove from the steamer carefully, drizzle remaining sauce over the fish, and garnish with fresh cilantro and green onions.
  6. Serve alongside steamed jasmine rice and squeeze lime wedges over the top for extra freshness.
