Gradually add the dry ingredients to the wet mixture, stirring until just combined. Be careful not to overmix.
Pour the brownie batter into the prepared baking pan and spread it evenly.
Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.
Allow the brownies to cool completely in the pan on a wire rack.
Once cooled, cut the brownies into squares. To serve, place a brownie on a plate, top with sliced strawberries, and add a generous dollop of whipped cream.
