Preheat the oven to 400°F. Line a baking dish with aluminum foil for easy cleanup.
In a large bowl, combine the vegetable oil, salt, black pepper, garlic powder, and onion powder. Add the chicken thighs and toss to coat evenly.
Place the chicken thighs skin-side up in the prepared baking dish.
In a separate bowl, whisk together the soy sauce, rice vinegar, honey, sesame oil, scallions, ginger, and garlic. Pour this mixture over the chicken thighs.
Bake in the preheated oven for 35-40 minutes, or until the chicken is cooked through and the skin is crispy. Baste the chicken with the sauce halfway through cooking for extra flavor.
Once cooked, remove the chicken from the oven and let it rest for 5 minutes before serving.
