In a large bowl, combine the cooked rice, chopped vegetables, cooked protein, soy sauce, sesame oil, garlic powder, and ginger powder. Mix well until all ingredients are evenly combined.
Fill a shallow dish with warm water. Dip one rice paper wrapper into the water for about 10-15 seconds until it becomes pliable. Remove and place it on a clean, flat surface.
Spoon about 2 tablespoons of the filling mixture onto the lower third of the rice paper wrapper. Add a few fresh herbs on top of the filling.
Fold the sides of the wrapper over the filling, then roll it up tightly from the bottom to the top, similar to a burrito. Repeat with the remaining wrappers and filling.
Heat a non-stick skillet over medium heat and add a little oil. Place the dumplings seam-side down in the skillet and cook for about 3-4 minutes on each side until golden brown and crispy.
Serve the dumplings warm with soy sauce or your favorite dipping sauce.
