Preheat your oven to 400°F (200°C).
In a small bowl, whisk together honey, soy sauce, rice vinegar, minced garlic, ground ginger, and black pepper until well combined.
Pat the chicken thighs dry with paper towels. This helps achieve crispy skin.
In a large oven-safe skillet, heat vegetable oil over medium-high heat. Add the chicken thighs skin-side down and sear for about 5-7 minutes until the skin is golden brown and crispy.
Flip the chicken thighs over and pour the honey garlic sauce over them.
Transfer the skillet to the preheated oven and bake for 25-30 minutes, or until the internal temperature of the chicken reaches 165°F (74°C).
Remove the skillet from the oven and let the chicken rest for 5 minutes.
Garnish with chopped green onions and sesame seeds before serving.
