Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper.
In a small bowl, mix together the sweet chili sauce, soy sauce, olive oil, garlic powder, ginger powder, salt, and pepper.
Place the salmon fillets on the prepared baking sheet and brush the sauce mixture generously over the top of each fillet.
Bake the salmon in the preheated oven for 12-15 minutes, or until cooked through and flakes easily with a fork.
While the salmon is baking, prepare the brown rice according to package instructions if not already cooked.
Steam the broccoli florets until tender, about 5-7 minutes.
To assemble the bowls, divide the cooked brown rice among two bowls. Top each bowl with a salmon fillet, steamed broccoli, shredded carrots, and a sprinkle of chopped green onions and sesame seeds.
Drizzle any remaining sauce from the baking sheet over the bowls before serving.
