- In a medium saucepan, combine the whole milk and heavy cream over medium heat. Stir occasionally until the mixture is warm but not boiling.
- Add the chopped semi-sweet chocolate to the warm milk mixture. Stir continuously until the chocolate is completely melted and the mixture is smooth.
- Stir in the granulated sugar, vanilla extract, and a pinch of salt. Continue to heat for another 2-3 minutes, stirring until everything is well combined and heated through.
- Remove from heat and pour the hot chocolate into mugs.
- Top each mug with a generous dollop of whipped cream and sprinkle with chocolate shavings or cocoa powder for garnish.
